摘要
青少年极端化是指青少年群体接受极端主义思想并最终在其支配下实施暴力恐怖活动的过程;青少年去极端化即通过改变青少年的态度和信仰,使他们放弃为恐怖主义行径辩护的意识形态及其暴力极端行为的一系列措施的总和。作为欧洲青少年去极端化实践的典型,丹麦将青少年极端化现象视作社会融合不充分、边缘化群体融入度不高的结果,进而在该思路指引下构筑起一套旨在防范本国青少年接受极端主义思想、强化社会凝聚力与增进国民对传统价值认同感的去极端化防范机制。"丹麦模式"以"预防青少年极端化计划"为中心,结合相应的刑事政策与社会政策,具有政府主导与社会参与相结合,反对一切极端主义,"标本兼治"、"预防为主",突出重点去极端化目标,"柔性"与"刚性"干预措施并重的基本特征。
The radicalization of teenagers refers to the process in which teenagers accept extremist ideas and implement violent terrorist activities under their control.Teenager de-radicalization is the sum of a series of measures which can help teenagers abandon the ideology justifying terrorist acts and their violent extreme behaviors by changing their attitudes and beliefs.As a typical model of European teenager de-radicalization,in Denmark,the phenomenon of teenager radicalization is regarded as the result of inadequate social integration and low integration of marginalized groups.Under the guidance of this way of thinking,a set of deradicalization prevention mechanism designed to prevent teenagers from accepting extremism,strengthen social cohesion and promote national identity has been built."Danish Model"is centered by"teenager radicalization prevention program ",combined with the corresponding criminal policy and social policy.It is basically characterized by combination of government domination and social participation,opposition of all extremism,"addressing both the symptoms and root cause","prevention first",highlighting the goal of de-radicalization and "soft"and "rigid"intervention measures.
