摘要
目的:构建政策评估框架,评价广州市公立医院医疗服务价格改革效果。方法:基于韦唐公共政策评估的效果模式,构建政策评估框架并对改革效果进行实证分析。结果:目标制定合理;政策执行到位;不同地区、级别、类型公立医院价格补偿水平不一,收入结构总体向好,住院患者费用增长得到有效控制。结论:价格改革基本实现政策预期效果,但需建立动态调整价格机制,进一步协调推进其他综合改革政策。
Objective: To construct a policy evaluation framework to evaluate the effect of medical service price reform in public hospitals in Guangzhou. Methods: Based on the effect model of Evert Vedung public policy assessment, it constructed a policy evaluation framework and conducted an empirical analysis on the reform effect. Results: The target was formulated reasonably;the policy implementation was in place;the price compensation levels, grades and types of public hospitals in different regions were different, the income structure was generally better, and the increase in hospitalized patients’ expenses was effectively controlled. Conclusion: The price reform basically achieved the expected effect of the policy, but it was necessary to establish a dynamic price adjustment mechanism to further coordinate and promote other comprehensive reform policies.
