摘要
针对电网储备项目排序问题,综合考虑经济社会发展需要、电网企业发展需求及企业效益等因素,提出了电网储备项目排序综合评价原则,从紧迫性、重要性、政策性和可行性4个方面构建项目综合评价指标体系,对电网储备项目进行全方位评价。对于220~750 kV、35~110(66)kV、10 kV 3类电网基建项目,利用层次分析法分别给出各指标权重推荐值,构建电网储备项目排序综合评价模型对各储备项目进行打分,优化储备项目排序,为电网企业投资安排提供指导。最后以某110 kV变电站扩建工程为例,介绍了电网储备项目综合评价的具体过程。
The scheduling of the power grid reserve projects is analyzed considering the requirements of economic and social development,the development demand of power grid enterprises and the benefit of enterprises.A new comprehensive evaluation principle and index system for the scheduling of power grid reserves project is proposed.The new evaluation scheme is built based on the urgency,importance,policy and feasibility of the reserve project.On the basis of this,a new comprehensive evaluation model of the scheduling of the power grid reserve project is constructed to guide the investment of the power grid enterprises.The project is divided into three categories based on the voltage level of system model,such as 220-750kV,35-110(65)kV and 10kV project.And the weight of the project will be different for different project category.A 110k,V transformer substation expansion project is taken as an example to introduce the use of the comprehensive evaluation model.
