摘要
国家安全语言规划是国家安全视角下的语言规划,是致力于解决可能引发安全问题的各类语言问题、促进语言文字更好地为国家安全服务的语言规划。建构国家安全语言规划应以总体国家安全观为指导,以总体性、系统性思维观察语言与国家安全的关系,以共同安全、综合安全、合作安全、可持续安全等安全理念对国家安全中的语言问题进行表征与认知,努力克服传统安全思维的惯性,立足"国家安全"、超越"语言安全",坚持"高政治"认知、采取"低政治"策略,主动适应非传统安全观念下安全范式的转型,针对不同问题情境,科学建构相应的规划范式,包括认同范式、秩序范式、能力范式、区域治理范式和全球治理范式。
From the perspective of national security,national language security planning is a language planning devoted to addressing various linguistic issues that may trigger security concerns and to promoting better language use for national security. Guided by the overall national security outlook,a national language security plan shall contain the observation of the relationship between language and national security in a holistic and systematic manner.It should also represent linguistic issues in national security,utilizing security concepts like common security,comprehensive security,cooperative security and sustainable security. We should go beyond traditional thinking on security,focus on "national security"and transcend "language safety".With strong political awareness and low-political strategies,we should proactively adapt to the transformation of the security paradigm in the non-traditional view of security.In response to different contexts,a national language security plan will involve a construction of corresponding planning paradigms,including identity paradigm,order paradigm,capacity paradigm,regional governance paradigm and global governance paradigm.
