摘要
本文从供需理论视角出发,对南京八家社区基金会进行个案分析,旨在探索南京社区基金会成立动因及运作特点。本研究认为,地方政府政策推动,社区基金会被视为撬动基层社会资源的可行路径以及社会治理创新探索促进了社区基金会的成立。基层区街政府作为社区基金会需求侧重要利益相关人,满足其需求影响了南京社区基金会多分布于主城外围区域及聚焦于社会救助领域服务的特点。社区基金会为社区居民提供的多为具有免费性质的慈善产品,本研究旨在通过对于这类组织的分析丰富非营利组织领域供需理论之内涵。
From the supply—demand theory perspective, this study analyzes eight community foundations in Nanjing to explore the factors promoting the establishment of community foundations in the region and the operative features of these foundations. It suggests that local government’s policy support viewed as a viable solution to mobilize local resources and an innovative community governance tool has fostered the establishment of community foundations in Nanjing. Government is a key stakeholder of community foundations. Meeting government's demand has influenced the geographic distribution of community foundations, which are located mainly in the outskirts instead of the inner city of Nanjing, and shaped their focus on the issues of social assistance. Through the analysis of community foundations that often provide charitable goods free to community residents, this study aims to enrich the supply-demand theory of nonprofit organizations.
