摘要
科技奖励制度和知识产权制度作为我国科技政策的重要组成部分,在推动自主创新的过程中二者具有互补性和协调性。探讨知识产权制度协同科技奖励制度推动自主创新过程中的关键影响因素。经过假设检验得到的关键影响因素为奖励设置的合理性、奖励评审指标的科学性、奖励环境的完善性三个方面,其中奖励评审指标的科学性和奖励设置的合理性对科技奖励推动自主创新的影响较大。
The S＆T reward system and intellectual property system are important parts of our country＇s science and technology policy which play important roles in promoting innovation and advances of science and technology. This paper discusses the key influence factors in the process of promoting the independent innovation by the S＆T reward system. By assumptions and test, this paper finds three key influencing factors, the rationality of the rewarding setting, the science of assessment indicators of the award and the improvement of rewarding environment. The science of assessment indicators of the award and the rationality of the rewarding setting have even greater impact on the incentives to promote the independent innovation of science and technology.
