摘要
在我国环保部和保监会相关指导意见的推动下,强制性环境责任保险试点在全国高污染风险行业纷纷展开。基于我国经济和社会发展现实,运用SWOT分析方法,对强制性环境责任保险所具有的优势和劣势、以及面临的发展机遇和挑战进行系统分析,得出了目前我国开展强制性环境责任保险宜采用SO策略和WO策略。
At the beginning of 2013, the Ministry of Environmental Protection and Insurance Regulatory Commission of China joint published the Guiding Opinions on the compulsory environ- mental liability insurance pilot work. Many provinces have launched a pilot in the industry of high pollution risk from then on. Based on the reality of China＇ s economic and social development, this article drawing on SWOT, discusses the Inherent strengths and weaknesses, the development opportunities and threats of the system of compulsory insurance. Finally, it suggests that China＇ s compulsory environmental liability insurance should adopt the SO strategy and WO strategy.
