摘要
地方政府自下而上的大部制改革遇到的一个瓶颈问题是改革后产生的上下部门不对应,这种不对应产生了纵向的不协调问题,以至于不少改革最终回归原有体制。富阳在大部制改革中产生的"专委会"在结构上较好地解决了这一难题,尽管还存在一些可以改进之处,但仍然值得研究和鼓励。未来的政府机构改革还需要发挥地方的积极性和首创性,而组织结构的改革和创新则是地方改革可以考虑的一个重要方面。
The bottleneck of the bottom-- up super-- department reforms for local governments is the problem of asymmetric structure of departments at the different levels after reforms, which gives rise to a problem of vertial coordination and makes the reforms return to the old system. Fuyang City has a special arrangement in its super--department reforms which resolve the problem well. Although there is still much to be desired, its practices are still recommendable. For future reforms, it is needed to have local governments to play their initiative and active role. The reforms and innovation of orgnanizational structure are one aspect to be considered from Fuyan's case.
