摘要
党政机关合署办公的形态是党政关系变迁的具体表现。通过合署办公的形式,党的工作机关将直接指导或间接主导行政机关的工作,并具体表现在党政机关的整体关系、具体关系以及与上级领导机关的关系中。但这种关系有别于条块关系和归口管理中的双轨形式,由此产生的质疑是党政机关的混同与行政机关独立性的隐忧。从社会系统理论的角度来看,党政机关合署办公的关系仍然符合现代政治系统的一般逻辑。政党作为狭义政治系统的组成部分,充当了广义政治系统的动力机制。国家机关作为行政系统的组成部分,凭借"系统/环境"范式的区分,在运作封闭的基础上,实现自身之独立性。而党政机关之间的权力运作关系,则通过"狭义政治/行政/公众"子系统之间的认知开放,即公共意见的政治化、政治决策的法治化、行政决定的实证化,而得以合理解释。
