摘要 由于外部性的存在,建筑业BIM应用会受到阻碍,亟需政府制定相应政策推动其发展。运用经济学原理及方法,分析BIM主要参与企业在BIM应用中的经济阻碍,建立政府与参与企业的完全信息动态模型,得出"政府是解决BIM应用经济阻碍的主力,经济效益是BIM应用的主要影响因素,经济激励政策可以加强BIM参与企业的应用程度,激励效果是决定激励政策的关键因素"的结论。建议政府应一方面加强BIM的技术研发提高BIM经济效益,一方面对BIM应用企业采取经济激励、审批优先等方式,促进BIM的应用,最终解决BIM应用的阻碍问题。 As a result of the existence of externalities, BIM applications in building industry will be blocked, which need the government formulating corresponding policies to promote the development. Using the principle of economics, this paper analyzed BIM major participants in investment BIM obstacle in the process of application. A dynamic game model with perfect information between central government and real estate developers was established. In conclusion, that government is the main solve BIM application economic block, economic benefit is the main influencing factors of BIM applications, economic incentive policies can strengthen BIM participants for BIM application level, incentive effect is the key that determine incentive policy. It is suggested that the government should strengthen BIM technology research and development. Besides, government should promote BIM applications by economic incentive for companies and approval priority scheme to adopt BIM application, finally, solve the problem of construction BIM application block.
