摘要
高透明度是基金会等非营利组织可持续发展的基础,要提升基金会透明度首先应有科学的透明度评价体系和方法,而现有基金会透明度评价体系存在着基本信息占的比重过大、重数量指标轻质量指标、重强制性信息披露轻自愿性信息披露等问题。为此,应基于透明度的本质特征,从基金会信息披露的充分性、真实性、及时性和易得性4方面构建基金会透明度评价指标体系和评价模型。
Transparency is the foundation for the sustainable development of non-profit organizations such as foundation, in order to improve the foundation transparency the scientific evaluation system and method should be have, but the problems of basic information is too much, emphasize quantitative index more important than quality index, stress mandatory information disclosure more important than voluntary information disclosure lie in the existing foundation evaluation system of transparency. To this end, based on the essential characteristics of transparency, the evaluation index system of foundation transparency is structured from four aspects of completeness, authenticity, timeliness, and availability the evaluation model is structured.
