摘要
基于现有研究大多侧重对地方政府科技投入效率的测算,而对于地方政府科技投入效率之间的相互作用则关注不够的缺陷,本文首先利用数据包络方法对2000-2010年我国30个省级地方政府科技投入效率进行了测算,在此基础上运用空间计量经济学模型对我国地方政府科技投入效率的空间外溢效应进行了深入的分析和研究。研究结果表明:①我国地方政府科技投入效率具有空间外溢效应,产生这种空间外溢效应的原因在于各地方政府为实现政府科技投入效率提高的目标而通过学习、模仿相邻地区政府制定相关科技管理的新政策和新制度等做法来提升该地区的政府科技投入效率,也即各地区对于政府科技投入效率的提升具有"邻里模仿"的现象。②在纳入空间因素的前提下,市场化程度、财政分权度、人均受教育年限对我国地方政府科技投入效率的提升具有显著的正向影响。因此,要提高我国地方政府科技投入效率应突破以往拼绩效拼成本的恶性竞争格局转而多考虑合作的"多赢"的竞争模式,加强各地方政府之间的交流和合作,同时还应推动地方政府科技投入资源的市场化配置和科技创新成果的市场化转化,完善财政分权的运行机制和制度设计,加大对居民科技创新知识的普及教育。
The extant literature paid more attention on the measure of input-output efficiency in individual province regarding science and technology ( S&T), but paid less attention on the relationship between them. This paper first measures the local government S&T input efficiency of 30 provinces in China from 2000 -2010 by using DEA, and then uses a spatial regression model to study the spatial effect of the local government S&T input-output efficiency. The results indicate that China's local government S&T input-output efficiency has spatial spillover effect. Reasons for spillover effect are that local governments are imitating other surrounding provinces in designing and implementing new policies, new institutions and instruments with an effort to improve their S&T input-output efficiency. Meanwhile, this paper also finds that the marketization degree, fiscal decentralization and educational level have a significant positive influence on local government S&T input-output efficiency. Therefore, in order to increase the technology investment efficiency, the local governments should switch the focus from the previously dominant competition strategy which exclusively considers cost- performance towards a new strategy which values collaboration-based win-win mode, reinforce the collaborations and communications between local governments, introduce the market power in the process of allocating S&T resources, encourage the commercialization of S&T innovation, improve the mechanisms for fiscal decentralization and relevant institutions design, and enhance public understanding of S&T innovation knowledge.
