摘要
1989年3月13日发生的特大地磁暴造成加拿大魁北克电网大停电事故,介绍事故前魁北克电网的运行情况以及事故的经过和原因分析。作为一种新的电网灾害,磁暴对我国规划中的"三华"特高压同步电网的影响和风险分析亟需开展。结合"十二五"期间国家电网公司的规划,对我国大规模同步电网的磁暴灾害风险和潜在的威胁进行探讨。在总结魁北克大停电的教训和治理经验的基础上,提出了"三华"特高压同步电网磁暴灾害的防御措施和建议。
A large-scale blackout occurred in Que'bee power grid caused by severe magnetic storm on March 13,1989. Operation situation of Que'bec power grid before accident and process of the blackout as well as its cause analysis are presented.As a new disaster,the influence and risk analysis of magnetic storm on planning North China,East China and Central China UHV synchronous power grid urgently need to be developed.This paper discusses the risk and potential threats of magnetic storm to late-scale synchronous power grid in China based on UHV network planning during the 12th Five-Year Plan.Drawing on the operation lessons of Que'bec power grid blackout and management experience,defensive measures and suggestions of magnetic storm disaster are provided for construction of North China,East China and Central China UHV synchronous power grid.
