摘要
针对我国社会稳定风险总量持续增加之现状,重大事项社会稳定风险评估机制相继在各地建立。但社会稳定风险评估主体独立性不足、评估多维视角缺位、政法领域社会稳定风险评估机制法治精细化不够等问题,还需解决;评估的可靠性和科学性,还需提升。同时,一个开放的评估系统,一个充分、畅达的公民表达机制,或许有助于将社会稳定风险转化为激发社会活力、激励改革创新的社会进步加速器。
A risk assessment mechanism of social stability for major events has been established in many places throughout China as a responding way to the current circumstances in which the total number of social stability risks has been increasing continuously. However, the assessment is not independent of the subject to be assessed and there lacks multi-factor approach for risk assessment. In political and legal fields, the rule-of-law mechanism for assessing risks is not designed well enough. Hence the reliability of the assessment needs to be improved in a scientific way. Besides, an open assessment system and an easily accessible citizen expression mechanism may serve to transfer risks of social stability into an accelerator of social development, which stimulates social vigor and innovation.
