摘要
研究目的:对不同城市政府间土地储备决策绩效进行定量分析,为政府合理做出土地储备决策提供参考。研究方法:数据包络分析(DEA)。研究结果:(1)2003年的城市政府土地储备决策绩效较2009、2011年好;(2)2011年大部分城市政府土地储备决策绩效较低;(3)造成DEA无效的指标主要是协议出让面积、招拍挂出让面积和增量土地面积。研究结论:政府在土地储备过程中,应合理定位其角色,综合考虑当地的经济发展状况和土地市场发育程度,建立合理的土地储备供应计划,维护土地市场稳定,促进土地集约利用。
The purpose of this paper is to assess the performance of land reserve decision among different city governments,which further could be a reference for governmental decisions.The model of data envelopment analysis（DEA） was adopted.The results show that 1） in contract with year of 2009 and 2011,the performance of land reserve decision of city government was better in the year 2003;2） most city governments were in low performance in 2011;3） indicators that caused DEA invalid mainly included the land area transferred via negotiation,the land area transferred via bidding,auction and listing,and further the land area of newly converted as construction land.The paper concludes that government should appropriately play its role in the process of land reserves,considering local economic development and the degree of development of the land market,establishing a reasonable supply plan of land reserves,maintaining the stability of the land market,and promoting the intensive use of land.
