摘要
西电东送指导思想的高瞻远瞩、兼顾多方利益的实施目的以及受益主体的多元发展对能源就地转化的概念形成前所未有的冲击。加上西电东送的能源、能源转化、能源就地转化的特点与能源就地转化的特点完全相同,其实施目的与能源就地转化的目的趋同。这使得能源就地转化的概念亟需扩展。能源就地转化是指能源产地根据国家的能源战略和自身的资源禀赋,在能源开发之后,将能源输送到既定需求地并收取足够的补偿费用或者就地延长能源产业链以提高本地能源的产业附加值,尽可能地把本地能源优势转化为产业优势、经济优势、竞争优势和发展优势,实现本地能源清洁、高效和可持续利用的资源利用方式。
Thinking beforehand of guiding ideology and implementation purpose of taking into account the interests of all parties and diverse development of the main body who get benefit from electricity transmission from West to East shocked the concept of energy in-situ conversion unprecedentedly. Electricity transmission from West to East and energy in-situ conversion have three features in common. They are energy and energy conversion and energy in-situ conversion. Implementation purpose of electricity transmission from West to East and energy in-situ conversion is convergence. This makesthe concept of energy in-situ conversion need to expand.The concept of energy in-situ conversion is an energy utilization pattern that the energy habitats transfer local energy to energy input ground and collect enough compensation fees or extend energy industry chain to improve local energy industry added value after energy development according to the national energy strategy and their own relative advantages in natural resources. Through these two beneficial way energy habitat as far as they can convert energy advantage into economic advantage and industry advantage and competitive advantage and development ＂advantage and realize the local energy clean and efficient and sustainable utilization.
