摘要
近年济南市开展了地下水保护、保泉、河道整治、水土流失综合治理等一系列卓有成效的实践工作,全市生态水利建设迈出了可喜的一步,水系生态环境得到有效改善。在新的形势下,为全力推进济南生态水利建设,打造泉城独特风貌,建设"水生态文明城市"和"让江河湖泊休养生息示范市",必须牢固树立生态水利的观念,通过搞好生态水利顶层设计,制定生态水利建设政策法规及工作标准,加快全市水系生态水网及配套工程建设,严格生态水利管理措施,建立健全生态水利建设投融资保障机制,全面实现绿色济南、生态济南的奋斗目标。
A series of measures have been implemented in Jinan City for groundwater and spring protection, river course training and soil and water conservation. Remarkable improvement is seen in ecological recovery and environment. In order to build ecological-friendly city and pilot of recovering river and lake, it is essential to raise awareness, improve design, make policy and speed up counterpart facility construction and establish investment and financial guaranteeing systems for meeting the target of green and ecological city.
