摘要
笔者分析了城镇化过程对水生态系统纵向、横向与垂向连通性及时间维度上自然动态性的干扰破坏作用,提出了基于水生态文明理念的城镇化建设管理新路径。城镇发展决策源头要注重预防,守住红线,城镇发展过程要注重补偿严格监管,城镇发展成果要注意科学评价、加大奖惩力度。
Based on the four-dimensional nature of water ecological system, which refers to the longitudinal, transverse and vertical connectivity as well as the natural dynamics in the time dimension, impacts of rapid urbanization on water ecological system were analyzed. Some urbanization management countermeasures, based on the concept of water ecological civilization, were put forward. Urban development decisions should pay attention to eco-damage prevention measures and hold the red line. Urban development process should focus on the adoption of effective compensation measures and the implementation of strict supervision. Urban development results should be given a scientific evaluation and set up a strict system of rewards and penalties.
