摘要
2 0多年的中国农业改革经过实践检验 ,是成功的。但是 2 0世纪 90年代以来 ,农业改革始终没有大的突破 ,本文认为关键是前一轮农业改革的模式已不适应新的制度环境了 ,需要进行改革策略的调整。本文首先分析了中国农业制度变迁的基本特征 ,其次对前一轮改革模式的绩效进行了正反两方面的评析 ,最后提出了当前农业制度变迁的策略和方向。
The rural reforms in 1980s have proved successful,but since 1990s,there has been no great breakthrough in this area.This paper believes that the former mode of rural reforms has been outdated and inconsistent with the new institutional environment,so the adjustment of reform strategy is needed.The essential characteristics of China's rural institutional changes are analyzed,the performance of the former mode of reform is criticized,and the strategy and direction of present rural institutional changes is proposed in this paper.
