摘要
从经济激励政策、合同能源管理、设立节能专项基金等5个方面对国外既有建筑节能改造市场培育进行实践分析,阐述了国外既有建筑节能改造市场培育与发展理论研究成果。探析了我国既有建筑节能改造实践特征与市场发育特性,概述了我国既有建筑节能改造市场培育在外部性、经济激励政策、合同能源管理等4个方面的理论研究成果。提出了基于主体行为分析的既有建筑改造市场培育机制的研究方向。
This paper analyses the practice of fostering market in existing building energy-saving reconstruction abroad from 5 perspectives, including economic incentive policy, energy performance contracting （EPC）, setting up special fund energy saving and so on. It sums up their research achievements. Based on the analysis of the practice of domestic fostering mar- ket in existing building energy-saving reconstruction, the theoretical results of domestic fostering market in existing build- ing energy-saving reconstruction is summarized from external diseconomies, economic incentive policy, and energy per- formance contracting （EPC） and so on. The direction of the fostering market mechanism based on analysis on behavioral of market participants in existing building energy-saving reconstruction in China is put forward.
