摘要
本文通过对林业部门创办速生丰产用材林与工业原料林基地现状的分析 ,提出了实行“以林还贷” ,组建林业局 (委 )办试验林场 ,以股份制形式实现与纸 (板 )企业的结合等措施 ,以增强林业部门办基地的活力 ,同时对林业部门办基地的投入问题、还贷问题以及木材生产经营权等问题进行了探讨。
By means of analyzing the present status of setting up the bases of fast-growing and high-yielding plantations and industrial raw material plantations by the forestry departments.This paper puts forward the measures of carrying out“Repaying Loans with Forests”,organizing forestry bureaus (committees)to set up experimental forest farms and realizing the combination with paper(board) enterprises by the form of joint-stock system to enhance the vigor of setting up bases by forestry departments.Meanwhile it also approaches the input problem,loan repayment problem,timber production and management right problem,etc of setting up bases by forestry departments.
