摘要
7月6日,全国科技创新大会在京召开,就贯彻落实党中央国务院《关于深化科技体制改革、加快国家创新体系建设的意见》做出全面部署,明确了科技体制改革的目标、重点和任务,并提出开展重大成果产出导向的科技评价试点。中科院根据"创新2020"的战略目标和任务,提出改革科技评价,建立重大成果产出导向的评价体系。本文阐述了以重大成果产出为导向改革科技评价的重要意义、重大成果产出的科学内涵,介绍了中科院重大成果产出导向的研究所评价体系。反映中科院作为科技国家队,在科技体制改革中发挥先行探索作用。
The Communist Party of China （CPC）＇s Central Committee and the State Council convened the National Science andTechnology Innovation Conference on July 6, and issued a document, namely, Opinions on Deepening the Reform of the STSystem and Accelerating the Development of a National Innovation System. The document has defined the objectives, prioritiesand tasks of the ST system reform, and proposed the implementation of a pilot project for major RD outcome-oriented STevaluation. In order to fulfill the strategic goals and tasks of Innovation 2020, the Chinese Academy of Sciences （CAS） has pro-posed a reform of its ST evaluation to develop a major RD outcome -oriented evaluation system. This article elaborates theimportance of reforming the ST evaluation toward a Major RD Outcome-oriented system and the profound implications ofMajor RD Outcome, and introduces the CAS institute-based Major RD Outcome-oriented evaluation system. This proactiveeffort of CAS in reforming its ST system has demonstrated its leading role as the National Team in ST Development.
