摘要
低碳经济是以"低能耗、低污染、低排放"为基础的新型经济发展模式,是应对气候变化的必然抉择。农业作为国民经济的基础产业,也应当积极响应低碳经济的要求,积极应对全球气候变暖带来的挑战,转变农业发展方式,发展低碳农业。我国作为世界上最大的发展中国家,农业的进一步发展面临着资源和环境问题的约束,因此发展低碳农业意义重大。本文论述了低碳农业的基本概念以及农业温室气体排放和农业发展之间的关系,比较了低碳农业与其他农业模式的区别,较为系统的分析了我国低碳农业发展面临的问题。面对我国这个人口大国,在坚持"高效、优质、高产"、发展生态农业、有机农业、循环农业的基础上,面对农业发展新的挑战,提出了我国应积极发展低碳农业,转变农业发展方式,实现农业的可持续发展的思路与对策。
Low-carbon economy is based on a development mode of ＂low energy consumption, low pollution and low emission, and it can easily adjust to climate change. Agriculture, which serves as the basic industry of national economy, should respond enthusiastically to the requirements of low-carbon economy and to the challenges of global warming, transforming the way of agricultural development and developing the low-carbon agriculture. As the world＇s largest developing country, China is supposed to attach more importance to the .further develop ment of agriculture which is now confronted with the constraints of resources and environmental issues. As a re- sult, the development of low-carbon agriculture in China is significant. This paper concentrates mainly on the basic concepts of low-carbon agriculture and the relationship between agricultural greenhouse gas emission and the devel- opment of agriculture. Furthermore, it also compares the differences between low-carbon agriculture and other ag- ricultural patterns and provides a systematic analysis of the problems on low-carbon agricultural development in China. With a large population, China should adhere to the base of high efficiency, high quality and high yield ＂ to develop ecological, organic and cycle agriculture, meeting the challenges of agricultural development. Finally it puts forward ideas and countermeasures for transforming the developing patterns of agriculture so as to fit the re- quirements of sustainable development.
