摘要
本文回顾了建国以来矿产资源管理政策的发展变化,重点分析了我国20世纪90年代以来的矿产资源管理制度在社会发展中的作用。在深入调查的基础上,从促进可持续利用、清晰产权界定、推进基础服务以及强化义务与责任履行等四个角度入手,系统地分析了我国近期的矿产资源保护管理制度、矿业权管理制度、矿产资源储量管理制度及地质资料管理制度、矿产开发监管制度等资源管理制度体系。成果可为相关政策研究与制定提供参考。
In this paper,the policy evolution of mineral resource management in china since 1949 was reviewed.Policies since 1990s and the functions on social development were emphasized.Based on investigation of the policy development history,a systematic analysis was presented,including policies about mineral resource protection,mineral right,manage-ment of mineral reserves and geological data,and supervision on mining development.Four factors were taken into account,such as the development sustainability,delimitation of property rights,basic service and the duty of performance.
