摘要
为规范道路停车并引导其有序发展,必须在明确道路停车功能定位的基础上,探寻适合其自身特征的管理模式。从分析城市道路停车管理的普遍问题入手,在比较研究的基础上总结归纳道路停车管理的3种主要模式及其特征,并对各种模式的优劣及其适用性进行分析,研究认为采取政府主导与市场运营有机结合型的道路停车管理模式是现阶段比较适合的方式,最后,提出加强道路停车管理的建议。
In order to regulate urban curb parking and guide its orderly development, we must explore the suitable management for their own based on itself functional orientation. Starting with analyszing the common problems of urban curb parking management and other cities's experience, this paper summarizes up the main management models and their features, analyzes their strengths and weaknesses? and their appli cabilities,we consider that the model which combinates the government-led way with market-based way is more appropriate choice at this stage, and propose the relevant suggestions to strengthen urban curb park- ing management.
