摘要
"主权民主"概括了普京执政八年的治国实践,符合俄罗斯中央集权的政治文化传统,也符合俄罗斯民族的大国心理特点。主权民主中的主权和民主是两个并列的概念,互为修饰语,主权是民主实现的前提条件,民主是主权的内涵。主权民主的核心是为俄罗斯现行的集权政治体制辩护,是针对以美国为首的西方在格鲁吉亚、乌克兰等独联体国家实施"颜色革命"而进行的一种意识形态宣传。普京时期的俄罗斯在某种程度上为实现稳定和秩序而牺牲了国内的民主进程,但得到了人民的支持。主权民主还强调国际关系,尤其是俄美关系中的平等和民主。总之,主权民主体现的是普京的大国理想。
The term 'sovereignty and democracy' generalizes Putin's eight-year concrete practice of state governance.It conforms to Russian centralized political cultural tradition as well as its national great-power psychological features.In the term sovereignty and democracy are two concepts standing side by side and modifying each other with the former as the prerequisite and the latter as the connotation.The nucleus defends Russia's current centralized political system.It is an ideological propaganda directed against the 'color revolution' pushed by the US-led West in CIS like Georgia and Ukraine.The Russia under Putin sacrificed domestic democracy process to some extent for the sake of stabilization but obtained support from the people.It emphasized international relationship,especially equality and democracy in Russian-US relations.In short it manifests Putin's great-power ideal.
