摘要
理解治理时代是准确把握政府改革方向的首要条件。现有对治理时代的研究较零散,尚缺乏系统性。治理时代的称谓与社会治理模式的转变密切相关,是由工业社会以政府为中心、控制导向的"管理模式"向后工业社会合作治理为主流的"治理模式"的转变。治理时代是社会发展的客观性与人类追求理想生存状态的主观能动性共同作用的结果。治理时代意味着新型的治理结构、新型的主体间关系、新的公共行动机制,以及新的愿景和目标。从统治、管理、到治理,是人类文明的进化历程,也必然要求政府的角色、能力、存在样态和运行方式做出新的调整。
The understanding of the governance era is the primary condition for controlling the government reform orientation. The current studies on the governance era are relatively scattered, and subject to systematic flaws. The so-called governance era is closely related to the changes of the public governance model, namely the transition from the government-led ＂management model＂ in the industrial soeiety to the ＂governance model＂ under the dominance of cooperation in the post industrial society. The arrival of the governance era is due to the interaction of the objectivity of social development and the subjectivity of the individual＇s pursuit towards an ideal life style. The governance era brings new-style governance structure, new relations between the main bodies, new objective with prospect. The process from ruling to management, and then to the current governance represents the development of the human civilization, requiring further adjustment of the government in terms Of its character, capability, state and operation.
