摘要
在环境恶化、环境保护成为当今时代的主流话题的背景下,农村环境问题也引起了学者的关注,然欲寻求农村环境保护的依据,却难觅国家法和民间法的踪迹。建立和推进农村环保自治制度是解决农村环境问题的有效手段之一,也是国家法与民间法缺位所致环境监管疲软的必要补充。
Today environmental degradation and environmental protection have been the major topic,and the rural environmental pollution also attracted the attention of scholars.Howerer,when we try to seek basis for environmental protection in rural areas,but find it＇s hard to find out constitutional law and customary law.To establish and promote the autonomy of the rural environment is a new mechanism for environmental management,also is the effective way to solve rural environmental pollution,which can supplement the Absence of constitutional law and customary law on environmental protection.
