摘要
长期以来,我们在衡量区域发展质量时以GDP为重,忽略了环境、资源等与可持续发展密切相关的重要因素。本文以二氧化硫为例,将大气污染物排放纳入经济分析系统中,将GDP和二氧化硫排放分别作为经济系统的好产出和坏产出,并以基于DEA的方向距离函数,测算了1998年~2008年间中国各区域的环境Malmquist-Luenberger(以下简称ML)指数,从而来判断各区域GDP真实发展质量,并将指数分解为技术效率和技术进步两个方面,从而来确定影响各区域GDP发展质量的原因。此外,本文还利用β收敛分析,探讨了在不同阶段中国区域间ML指数的差异性。
For long time,people always put focus on the GDP and ignore the key factors of the sustainable development such as environment and resources,when they assess the development.The paper includes the environmental factors in the economic analysis system.SO2 emission and GDP is respectively regarded as bad output and good output in the system.Based on the DEA output directional distance function,we measure the environmental Malmquist-Luenberge index of different regions in China from 1998-2008 and then judge their real quality of GDP development;and decompose it into technology change and efficiency change to discuss the reasons behind the index change.In addition,we apply the β-convergence analysis to study the regional index disparity among different stages.
