摘要
学术与政治的关系是高等教育治理中的一个核心问题,也是高等教育政治学的中心论题。世界高等教育治理模式分为两种传统:信任网络与公共政治相互隔绝和信任网络被直接整合到统治体系之中。罗马传统高等教育体系实行科层式治理模式,信任网络被直接整合到统治体系之中,政治系统与学术系统相互重叠;盎格鲁-撒克逊传统高等教育体系实行市场式治理模式,信任网络与公共政治相互隔绝,学术系统与政治系统相互分离。当前科层式治理和市场式治理逐步为网络式治理取代,两种高等教育政治学呈现融合的趋势。中国大学被直接整合于公共政治之中,成为了政府的附属机构。回归信任网络是实现中国大学转型与变革的根本。
The relationship between academia and politics is not only a core issue in higher education governance,but also a central theme in politics of higher education.There are two ideal types of governance in the world＇s higher education： the isolated relationship of trust network and public politics,and the integrated relationship of them.The governance model of Roman traditional higher education system is bureaucratic style,where trust network is integrated into political system directly,and political system and academic system are overlapped;the governance model of Anglo-Saxon traditional higher education system is market style,where trust network and public politics are isolated,and academic system and political system are separated from each other.The current trend is the integration of these two kinds of politics of higher education,where bureaucratic style governance and market style governance are gradually replaced by network governance.Universities in China are integrated into public politics directly and exist as subsidiary bodies of the government,so regressing to trust network is essential to university transformation and changes in China.
