摘要
通过文献回顾和相关政策的学习,论述了国内社区卫生服务绩效评价指标体系研究进展和国外社区卫生服务绩效评价的情况和启示,并在此基础上总结了指标的选择原则和考虑因素,归纳了常用的社区卫生服务绩效评价指标。此外,本文还分析了国内统一的社区卫生服务绩效评价指标体系的难点一是来源于是我国各地区的社区卫生服务发展极不平衡;二是一些欠发达地区和某些农村缺乏接受评价监督的积极性;三是我国社区卫生服务正处于探索与发展阶段,存在许多不确定因素。因此,在我国现阶段以及今后较长时间内,实施统一的社区卫生服务绩效评价指标体系的可能性不大。但是应该指出的是,最终实行统一的社区卫生服务绩效评价指标体系是必然的。针对以上难点,本文进而提出"分类指导、分步实施和逐步趋同"的解决思路。
Through the method of literature and policy learning,the paper firstly outlined the situation of the study on evaluation indicator system of the performance of community health services in both home and abroad.Then the principle was concluded out in the paper： key factors influenced indicator selection and the common indicators.Also,it was pointed out that the difficulties of unifying the indicator system were from the imbalance development of community health services,the lack of initiative of supervision in some of the less developed areas and rural areas and the uncertainties during the exploration and development stage of community health services in China.So it was almost unlikely to implement a unified evaluation indicator system at this stage and in a long period in our country.But it should be noted that there was a must to integrate the indicators of community health service performance evaluation system.To solve the above difficulties,the solution of ＂guidance to different types,implementation by steps and gradual convergence＂ was proposed in the paper.
