摘要
统计分析了2003年至2009年全球针对交通的恐怖袭击事件,表明交通恐怖袭击主要目标由传统的航空交通转向地面交通,袭击手段以爆炸为主,重大交通恐怖袭击的时间选择意图明显。概述了国外交通反恐的主要措施,建议我国加强交通反恐立法、交通反恐技术及交通设施防恐怖爆炸研究。
The global traffic terrorist attacks between 2003 and 2009 are statistically analyzed in the paper,which shows that the major targets of the attacks are shifting from traditional air traffic targets to ground transportation targets,with explosion as the main means of attack,and the timing intent of major attacks being obvious.The main anti-traffic-terrorism measures abroad are outlined in the paper,too,with the suggestions of strengthening our national legislation of anti-terrorism in traffic,and the research on anti-terrorism techniques in traffic and anti-terrorist blasting measures for transportation facilities put forward.
