Study on the Relationship between Standardization and Technology Innovation

摘要在全球创新的浪潮中,标准与标准化的作用正在日益彰显,标准除了具备保证产品质量、促进规模化生产的一般作用外,还更多地包含了技术与专利方面的信息。根据标准的这一特点,如其"公共品性质"以及作为知识的媒介,通过知识溢出可促进技术的传播,为新技术的出现提供基础等,标准在很大程度上促进了技术创新。然而,这其中也涉及到了对标准的保护,这些措施一方面保护了创新,另一方面也限制了创新;同时,技术标准与技术创新不同步的问题也日益明显,这些会对消费者和厂商有不同的影响。根据上述问题分析了标准与创新规模和创新速度的关系,并提出了相关建议。 In the wave of global innovation,Standards and Standardization has played a significant role increasingly.Standard addition to promoting large-scale production and ensuring product quality,it can also promote the dissemination of technology,and provide the basis for new technologies.In this process,the protection of standards,while encouraging innovation,on the other hand limits the innovation.The sync problems between technical standards and technological innovation are increasingly evident.According to the above problem,this paper analyzes the relationship between standards and innovation scale,the relationship between standards and innovation speed and put forwards some suggestions.
