摘要
厦门要求凡是进入土地市场以"招拍挂"方式出让的土地都必须作规划咨询。规划咨询是在大纲阶段控规指导下,根据土地市场需求制定土地出让的规划条件,应把握控制与引导的平衡,编制内容包括技术文件和法定文件两个层面。规划咨询编制应注重城市景观控制、人口容量与配套设施控制、交通影响分析和日照分析等。
Xiamen requires that all the land which is transferred in the land market by the way of "bid invitation,auction and listing" must be planning consultation.The planning consultation is to make up planning conditions for land transferring under the guidance of the regulatory detailed planning according to the market demand,should grasp the balance of control and guidance,including the content of technical documents and legal document at two levels.Planning consultation should focus on landscape control,population control capacity and facilities,traffic impact analysis and sunlight analysis.
