摘要
任何公共政策从其制定到执行的整个过程都充满了各种政策冲突。公共政策冲突反映了社会政治生活中不同政治力量之间的对抗、竞争、争执等紧张态势,也体现了政治系统在结构、组织、权力分配等方面所存在的问题。公共政策冲突不仅体现为物质利益的冲突,也包括价值观念的冲突。公共政策冲突主要表现为政策目标的冲突、府际政策的冲突、政策工具的冲突和政策效益的冲突。公共政策冲突的形成机理体现在多个方面,主要包括政策价值观分歧、政策部门区隔、政策利益博弈以及政策信息阻隔等。新时期我国公共政策冲突的消解机制建构应包括政策价值引导机制、政策咨询协商机制、政策部门整合机制、政策利益协调机制和政策信息共享机制。
The whole process of any public policies, from its formulation to implementation, is full of policy conflicts. The conflict of public policy reflects the confrontation, competition, controversy, and other tensions between various political forces in the social and political life. It also reflects the problems of structure, organization, distribution of power and so on in the political system. Public policy conflicts are not only embodied in the conflict of material interests, but also the value conflict. Public policy conflicts manifested mainly in the conflict of policy objectives, the inter-governmental policy conflicts, the conflicts of policy instruments and the conflicts of the policy benefits. The formation mechanism of public policy conflicts is reflected in many aspects, including mainly: policy value differences, policy sector separation, policy interest gaming, as well as the blocking of policy information, and so on. The construction of conflict resolution mechanisms for public policy conflicts in China today should include the policy value guidance mechanisms, policy consultation mechanism, policy-sector integration mechanisms, the policy interest coordination mechanisms and the policy information sharing mechanism.
