摘要
分析了由于制度缺失,高校自行采购缺乏合法性、规范性,而对采购质量和效率的影响,提出了有效规范高校自行采购活动的策略:规范采购制度的设计原则、内容和对特殊情况的规定,以达到规范采购行为、提高采购效益的目的;通过采取内部审核、预防和纠正措施、对文件和记录加以有效控制以及对制度持续改进等措施保证自行采购制度得到有效执行。
The lack of administrative system for procurement activities of Colleges impacts the legitimacy and normative and reduces the quality and efficiency of procurement activities.The strategy was proposed to standadize the administrative system,including the design principles,the normative content and the regulations for special circumstances in order to improve procurement efficiency.Meanwhile,effective implementation of administative system can be forced by effectively auditing the documents and records and by constantly improving the adninistative systems.
