摘要
生态文明建设是我国实现全面小康社会的新要求。以江苏省为研究案例,针对生态文明动态化、区域性的特点与基本内涵,尝试建立省域范围的生态文明指标体系。在此基础上,从时间和空间两个层面,综合评价江苏省生态文明的建设绩效。文章指出2000—2007年间江苏省与全国的建设程度差异,同时总结2007年度江苏省13个地市的发展阶段差异。鉴于江苏省的生态文明建设仍处于起步阶段,提出完善生态设施、健全生态补偿、发展生态产业及增强生态意识等建议。
Construction of an ecological civilization is the new requirement for China to build an affluent society.Taking Jiangsu province as an example,this paper tries to establish an index system of ecological civilization in province administrative areas,which is aimed at the dynamic and regional characters and its connotations.Based on the index system,the article evaluates the performance of ecological civilization from temporal and spatial aspects in Jiangsu province.The thesis compares the differences between Jiangsu province and China during 2000-2007 years.It also summarizes the variances of 13 cities of Jiangsu province in 2007 year.As a result of the construction of ecological civilization being still at the starting stage,the paper proposes some suggestions,including the eco-infrastructure construction,the eco-compensation mechanism,the eco-industry development and the eco-ethics foundation.
