摘要
近年来,中国与俄罗斯在油气领域的合作备受关注,中国学术界对中俄油气合作问题的研究在广度和深度上都取得了一些突破和进展。但是,这些研究大多缺乏政、学、商界之间的联系和沟通,缺乏系统、专业的分析和论证。中俄哑铃型的国家关系以及我国高校和研究院所现有的学术评价体系是造成这一局面的重要原因。中俄油气合作的研究需要我国政府、学界、企业三者的分工协作、合力推进。为此,建议重新审视现有高校和研究院所的学术评价体系,重视新一代研究人员的培养;为学者提供政策和资金支持,吸引更多的优秀人才,使他们"静心、安心、专心"地开展研究;推动处于哑铃型中间部分的企业不断壮大,促进中俄两国关系从哑铃型向纺锤型转变。
In the last few years, Chinese and Russian cooperation in the field of oil and gas has received much attention, and the Chinese academic community has made much progress and a number of research breakthroughs in both breadth and depth in their research into problems regarding Sino-Japanese Oil and Gas Cooperation. However, this research often lacks integration and communication between political, academic and commercial circles, and the research and conclusions lack depth and academic rigour. The 'dumbbell' relations between China and Russia, as well as the current system of academic evaluation used by universities and research organizations are the major causes of this. To counter this, this paper suggests that importance be placed on the cultivation of a new generation of research personal, and a re-examining of the currently existing system of academic evaluation used by universities and research academies. Researchers should receive policy and financial support in order to attract more talented people to be able to conduct research in a quiet and engrossed manner, free from anxiety. We should also promote the strengthening of areas between the 'dumbbell', encouraging the transformation of Sino-Russian bilateral relations from a 'dumbbell' model to a 'spindle' model.
