摘要
能源安全是中国亟须解决的问题。作者通过分析加拿大的油砂资源、开采现状与能源政策,彰显了加拿大油砂在未来世界能源中的突出地位,即发达国家中唯一大量、长期出口石油的国家,是中国能源多元化战略中不可缺少的一环。但中国目前仅占加拿大全部油砂投资的1%,这与中国进入比较晚、不熟悉市场情况、人员素质不够、潜在的市场壁垒以及投资不足等有关。基于增加国家能源安全的考虑,中国应该加大投资加拿大油砂的力度。中国政府应该本着"投资未来"的原则行事,超越单纯的经济成本考虑,务必获得一定区块的油砂资源开采权。
Energy security is a grand challenge for China's economic growth.In this paper,the author first analyzes Canada's oil sands resources and development as well as its energy policy,highlights the prominence of Canada oil sands in future's world energy market and its importance for China's energy security.Finally,the author argues that China should have greater investment in Canada's oil sands as soon as possible given its backward status quo.
