摘要
乡镇政府属于农村基层政府,位于新农村建设的前沿。本文以社会转型时期的社会主义市场经济特定环境为背景,以广东省经济发展水平不同主要区域的珠三角、粤东和粤西的乡镇政府为例,总结提升经济发展水平不同区域的乡镇政府职能转变的经验及其差异性,在实证研究基础上提出经济欠发达区域的乡镇政府职能应主要定位在公共服务上,而维护农村社会稳定是乡镇政府提供公共服务的重点。
Township governments are the fundamental level of local governments in China and often listed as priority of new countryside construction. In special transitional context of socialist market economy, this paper takes three township governments （ at different levels of economic development） from the Pearl River Delta, eastern and western Guangdong as examples, summarizes the practices and differences of their functional transformation, and finally provides with some suggestions on the basis of such empirical studies, namely, township governments of underdeveloped regions should focus on its public Services, while safeguarding social stability in rural areas should be the focus of their public services.
