摘要
人才问题是新农村建设成败的关键所在,但人才短缺已成为新农村建设的瓶颈。从人才战略的角度,探讨贵州新农村建设在金融危机背景下,如何建立培养自身人才、留住自身人才、引进外来人才的良性机制。对贵州农村人才的现状、制约人才建设的因素进行了分析,针对构建贵州农村人才队伍提出了对策和建议。
The problem of talent personnel is a key of success and failure and the qualified personnel shortage is a bottleneck in construction of new socialist countryside. The paper puts forward the good mechanism of training and retaining their own qualified personnel and introducing external qualified personnel, and countermeasures to build the qualified personnel team for rural areas under the financial crisis by analyzing the current situation of qualified personnel and factors to restrict construction of qualified personnel teams from the angle of qualified personnel strategy in Guizhou.
