摘要
目前,国内主要采用按医疗服务项目付费的模式,其最大弊端在于容易促使医疗机构提供过度医疗服务,诱导和刺激医疗消费,导致医疗费用过快增长。国外的经验表明,实行按诊断分类预定额付费制(DRGs-PPS)可以有效地控制医疗费用的不合理上涨,同时提高医院医疗服务的效率和质量。本文在分析中医医疗机构实施DRGs付费制的可行性和面临的关键技术难题的基础上,提出在中医医疗机构实施DRGs付费制的有关技术设想,认为从长远考虑,我国中医医疗机构引进、吸收并加以实施这一制度是基本可行的,也是完全有必要的。
Fee for service payment is the widest payment mechanism in China.It caused medical service over supply, induced medical consumption and medical expenditure over growth.Based on the evidence in China and overseas, DRGs-PPS system could effectively control medical expenditure irrational increased and improve medical service quality and efficiency.Feasibilities and key technology points of implementing DRGs-PPS system are analyzed.Technical solutions of implementing DRGs-PPS are mentioned.Implementing DRGs-PPS are mentioned. Implementing DRGs-PPS in TCM hospitals in China is feasible and necessary.
