摘要
2009年5月1日《深圳证券交易所创业板股票上市规则（征求意见稿）》正式发布，并且在以后几个月内相关的规则将陆续出台，这意味着我们期待已久的创业板不久就要启动。随着创业板的推出，风险资本和高新技术有了很好的结合平台，风险资本将为我国经济的发展尤其是技术创新和高新技术产业的发展起到巨大的推动作用。如何让风险资本推动高新技术产业的发展取得更好的效果？我们不妨仔细研究早已推出创业板的国家，以期从中得到一些启发。新加坡在这方面是做得比较好的国家之一，它的高新技术产业发展主要有两股力量在起作用：一是政府经济战略和强有力的产业政策；二是市场化运作的风险投资。
The growing enterprise market of China will come into use,which provides a good platform for the combination of venture capital and hi-technology. It merits attention of how to make venture capital into big engine for improvement of hi-tech industry. Singapore has rich experience which can be borrowed in perfection of financial system, construction of venture capital market, innovative universities and training of innovative intellectuals.
