摘要
高校人事制度改革事关高等教育发展的质量和水平。自主化办学使新加坡高校的权责更加明晰,管理更加自主,效益更加显著。在此背景下,新加坡南洋理工大学加快人事制度改革步伐,在人才招聘、职称晋升、教师培养、评估考核和条件保障等方面进行了积极探索,积累了成功的经验。我国高校人事制度改革将在政府宏观监管、高校微观管理、人事制度操作等层面得到很多有益启示。
The reform of the personnel system in universities has a bearing on the quality and level of higher education development.Autonomous schooling makes the rights and responsibilities of Singapore’s universities clearer,management more independent,and benefits more significant.In this context,Nanyang Technological University of Singapore has accelerated the pace of reform of the personnel system,and accumulated successful experience,carried out active explorations in talent recruitment,promotion of professional titles,teacher training,evaluation and assessment,and condition assurance.The reform of university personnel system in China can obtain beneficial enlightenment and reference from the aspects of government macro-supervision,college micro-management,and personnel system operations.
