摘要
2008年10月中共十七届三中全会通过的《中共中央关于推进农村改革发展若干重大问题的决定》提出,要重点发展农村中等职业教育并逐步实行免费,提示学界应当预先研究这一有望实现的免费政策的可能性绩效。其中,该免费政策对农户教育投资偏好的影响是一个重要研究主题。基于江西省鄱阳县的问卷调查显示:农户初始的教育投资偏好不是中职教育,经过免费政策的经济刺激(假想),他们对中职的投资偏好提高了46.4个百分点;而且,这种刺激作用与农户的经济条件和他们子女的学习成绩逆相关,表明随着农户收入水平和他们子女学业成绩的不断提高,免费政策的刺激作用将随之减弱。因此,免费政策的刺激作用只具有短期效应,长期内,改造不利于职业教育发展的文化环境应成为与免费政策相配套的另一种制度选择。
The purpose of this paper is to explore the influence of the free secondary vocational education in rural china on the farmers＇education investment preference. On this basis, this article puts forward a policy innovation to improve the secondary vocational education （SVE）. The research methods include literature and statistical analysis. This empirical study has two resuhs： 1. The farmers＇original education investment preference is the regular senior middle school instead of the SVE. The free policy stimulates the increase in high extent. 2.There is an opposite correlation between the free policy stimulation and farmer-householder＇ income level and their filial study grade. This reveals that with the improving of the rural economy and education development, the free policy function will be weaken. We should use a combined policy including the economic stimulate and the culture rebuilding to improve the secondary vocational education.
