摘要
当前,民办教育发展面临事业发展从补充型教育向选择型教育转型,学校制度从传统学校制度向现代学校制度转型两大战略转型。民办教育转型面临着公办、民办教育的法律地位不平等,尚未建立起营利性、非营利性学校分类管理的制度架构,真正意义上的法人治理结构尚未在民办学校建立起来,教育服务的内容和方式过于单一等障碍。今后,民办教育的发展需要完善制度,营造公平竞争的发展环境;分类管理,扶持非营利组织和中介组织;强化资助,明确资助的对象、目的和策略;提高质量,引导学校以竞争力谋求长远发展。
Currently, the development of non-governmental education is facing two strategic transformations： non-gorernment education from ＂supplementary education＂ to ＂selective education＂, and the school institution from traditional institution to modern institution. The transformation of non-governmental education is facing the obstacles that the legal status of state-run and that of non-governmental education are not equal; the systematic framework of profit-making and non-profit-making school classification management hasn＇t been established; the legal person governing structure in the real sense has not been set up in the non-governmental schools, with excessive single contents and modes of educational service. I,ater on, the development of non-governmental education needs to improve institution, create the development environment of fair competition; implement classified management and support non-profit-making organizations and intermediary agents; intensify financial aid and clarify the objective of financial aid, goal and strategy; improve quality and guide schools to pursue long-term development with competition strength.
