摘要
目的了解广州市越秀区社区卫生服务的现状,探讨优化对策,以更好地开展社区卫生服务。方法采取听取情况汇报、召开座谈会,实地考察等方法,对广州市越秀区22个社区卫生服务中心及12个社区卫生服务站进行广泛深入的调查研究。结果越秀区社区卫生服务覆盖率达100%;22个社区卫生服务中心中,只有4个中心的医疗用房达标;社区医务人员普遍年龄偏大,学历、职称偏低,40岁以上人员占57.3%,达到本科及以上学历的人员仅占22.0%,中级和高级职称人员只占31.5%;开展了预防、保健、医疗、康复、健康教育、计划生育技术指导的"六位一体"的社区卫生服务。结论越秀区的社区卫生服务工作近几年得到了一定的发展,但还存在一系列的问题:观念和认识上存在误区,硬件设施落后;社区卫生服务队伍不稳定;经费来源不足,配套政策支持力度不够。可通过发挥政府的主导地位,完善社区卫生服务体系,完善补偿机制,加强人才队伍建设和加强部门协调等措施加快社区卫生服务的发展。
Objective To understand the status quo of the community health service in Yuexiu District, Guangzhou city, and to explore the optimizing strategy, so as to be able to offer better community health service. Methods Extensive and in-depth surveys and researches covering 22 community health centers and 12 community health stations were made in the forms of hearing reports, informal discussions and field study, etc. Results The community health service coverage rate in the District reached 100%. Of the 22 Centers, only 4 met the standard in terms of the housing for medical use. On the whole, the ages of the servicing personnels were somewhat old, with those aged over 40 accounting for 57.3%; their educational backgrounds and professional titles were on the low end, only 22% having undergraduate education or higher. The so-called ＂six-in-one＂ service including prevention, health, medical care, education on convalescence and health was provided. Conclusion The community health servicing in Yuexiu District saw a certain development in the past few years; yet a series of problems existed, including mistaken idea about the concept and understanding, backward facilities, instability of the community servicing contingent, inadequate funding and related policy support. Community health service can be improved by taking such measures as exercising the leading role of the government, improving the community health service system, perfecting the rewarding system, reinforcing the talent contingent building and strengthening inter- departmental coordination.
