摘要
财政支农资金的效率关系到现代农业的发展和社会主义新农村的建设。本文基于发展现代农业的视角,首先对农业产值与财政支农资金之间的关系进行实证分析后得出财政支农支出绩效不高的结论。并进一步对二者进行Granger因果检验后表明财政支农资金不是农业产值的Granger原因。另外,通过对财政支农的边际倾向和弹性系数分析后发现我国财政支农的绩效不稳定,而且处于偏低的水平。最后,提出了提高财政支农资金绩效,促进现代农业发展的政策建议。
The efficiency of the funds for supporting agriculture financially is the key to the development of modern agriculture and the construction of new socialist countryside. From the perspective of developing modern agriculture, this paper first made an empirical analysis of the relation between agricultural output value and funds for supporting agriculture financially, concluding that the achievement of supporting agriculture is not high. Then, a Granger Causality test was further made, which indicated that the funds for supporting agriculture financially was not the Granger cause of agriculture output value. Additionally, by analyzing marginal tendency and elastic coefficient of financial support of agriculture, we found that the achievement of our country＇s financial support of agriculture was not stable and at a somewhat low level. Finally, some suggestions are put forward to increase the achievement of the funds for supporting agriculture and speed up the development of modern agriculture.
