摘要
本文以河南省为例,考察了财政农业支出对农民增收的效率水平及其主要影响因素。本文使用DEA方法测算了财政支出对农民增收的效率得分;结果表明,总体上看,河南省财政支农四个科目的支出在促进农民增收方面未能达到最佳的使用效益,波动频繁,而且近年来一直在下降。进一步地,本文使用受限Tobit模型考察了河南省财政支农支出效率变化的主要决定因素;结果表明,经济发展水平越高,财政支农效率就越高;政府规模的过大不会改善财政支农效率;财政分权显著降低了财政支农的效率;城镇化的提高显著抑制了财政支农的效率;工业化的加快显著提高了财政支农效率。
Taking Henan Province as an example,this paper examines the level of efficiency of fiscal agricultural expenditure on farmers’income and its main influencing factors.This article uses the DEA method to measure the efficiency score of fiscal expenditure on increasing farmers’income.The results show that,overall,the expenditures of the four subjects of Henan Province’s fiscal support for agriculture have failed to achieve the best use efficiency in promoting farmers’income.And it has been declining in recent years.Further,this paper uses the restricted Tobit model to examine the main determinants of changes in the efficiency of Henan’s fiscal expenditure on agriculture;the results show that the higher the level of economic development,the higher the efficiency of fiscal agriculture support;excessive government size will not improve fiscal Efficiency of supporting agriculture;Fiscal decentralization has significantly reduced the efficiency of supporting agriculture in finance;the increase in urbanization has significantly inhibited the efficiency of supporting agriculture in finance;and the acceleration of industrialization has significantly improved the efficiency of supporting agriculture in finance.
