摘要
目的:讨论公共卫生服务财政补偿资金绩效。数据:四川省12家社区卫生服务中心2006年公共卫生服务工作资料和财务数据。结果:(1)在投入人员数量、素质和工作时间方面体现了中心对公共卫生服务工作的重视;(2)导致12家中心整体收支结余亏损的主要原因是政府补偿不足;(3)采用作业标准量计量公共卫生服务产出,居民(万人)标准量为72155.1;(4)公共卫生服务的服务时间投入产出比为15.85,经费投入产出比为0.86。建议:完善相关制度,保障公共卫生服务的人力投入和提高经费管理水平;探索与完善投入与产出指标,更加科学合理地评价公共卫生服务财经补偿资金绩效。
objective: To discuss the performance of financial compensation of community public health service. Data: the internal working information of public health service item and financial data of 12 Community Health Service Institutions (CHSs) in Sichuan Province in 2006. Results : ( 1 ) It is reasonable to be regarded public health service as an important work according to the status of human resource; (2)The total balance of 12 CHSs in 2006 was to the bad mainly due to the insufficiency of financial compensation. (3)Activity-standard-value (ASV) is used to measure the output of public health service, and citizen ASV per ten thousand is 72155.1.(4) The ratio of working hours and ASV is 15.85, and the ratio of expenditure and ASV is 0.86. Suggest: Reform the internal systems of CHSs to insure the disbursement in human resource and improve fund-management of public health service, and proceed in search of better performance index.
